It served as a capital of the Tsardom of Russia and the subsequent Russian Empire from 1713 to 1918 (being replaced by Moscow for a short period of time between 1728 and 1730). The Petrograd Soviet of Workers' and Soldiers' Deputies (Russian: Петроградский Совет рабочих и солдатских депутатов, Petrogradskiy soviet rabochikh i soldatskikh deputatov) was a city council of Petrograd (Saint Petersburg), the capital of Russia at the time. It was only 10 years that St. Petersburg was known as Petrograd because in 1917 the Russian Revolution 503 changed everything for the country, including the city's name. At the beginning of the year, the Russian monarchy was overthrown, and by year's end, the Bolsheviks had taken control. This led to the world's first communist government.

Petrograd was the revolutionary center of Russia in 1917. During the war its population grew to 2.4 million. Amongst these were 400,000 factory workers heavily concentrated in the metal and engineering sectors that had some of the largest plants in the world. The war, however, started badly for Russia and the situation on both the home and the battle fronts worsened with time. By January 1917, over a million Russian soldiers had died. Petrograd huddled on the icy Neva, suffering from hunger, fuel shortages, war weariness, and an array of social and economic problems that bred suffering and discontent.
